Timing archivements are totally secret. I just guess that these archivements depend on playing or uploading results time :)

Yeah, it unlocks when yo upload results in german timings .... Don think of it an play , yo wont get it for sure in quick time.., instead try playin alot games an upload t results alternatively .... It may solve something for sure .....
